Attention to the formulation of industry standards for coatings and pigments

The current policy is strictly regulated, and the country vigorously promotes environmental protection and multifunctional products. In recent years, the country has taken strong measures to control environmental pollution, and policies and regulations have given preferential treatment to environmentally friendly coatings and functional products such as water-based coatings and powder coatings.

1 National standard release

On December 13th, the General Administration of Quality Supervision, Inspection and Quarantine and the National Standards Commission of the People's Republic of China issued Announcement No. 23 of 2016 approving the release of 292 national standards, including the "Evaluation Indicators for New Smart Cities," and 23 foreign language versions of national standards. The national standards GB/T33299-2016 "Coloring Machines for Coatings" and GB/T33327-2016 "Evaluation of Storage Stability of UV Curable Coatings" will be implemented from July 1, 2017.

National Standards Committee issues revision plan for national standards

The National Standards Committee issued notices on June 12th, September 20th, and September 20th regarding the revision plans for the first, second, and third batches of national standards in 2016. Among them, GB/T25261-2010 Reflective Thermal Insulation Coatings for Building and GB/T9756-2009 Synthetic Resin lotion Interior Wall Coatings will be revised, and the recommended standards Determination of Polycyclic Aromatic Hydrocarbons in Coatings and Determination of Polychlorinated Biphenyls in Coatings will be formulated.

Three countries encourage the development of group standards, and the group standard for high solid solvent based coatings for automobiles has been released

With the release of the group standard T/CNCIA01001-2016 "High solid solvent based coatings for automobiles" by the China Coatings Industry Association on December 28, 2016, it marks a substantial step forward in the development of group standards for the coatings industry. On March 1, 2016, the General Administration of Quality Supervision, Inspection and Quarantine and the National Standards Commission issued a notice on the guidance of cultivating and developing group standards. The proposal to cultivate and develop group standards is an important measure to leverage the decisive role of the market in the allocation of standardization resources and accelerate the construction of a new national standard system. At the same time, it is necessary to implement the requirements of the State Council's "Deepening Standardization Work Reform Plan" and promote the healthy and orderly development of group standardization work.

The National Standards Committee has issued a project plan for the foreign language version of national standards

On August 26th, the National Standards Committee issued a notice titled "2016 Early Batch of National Standard Foreign Language Version Project Plan" (GBC Comprehensive [2016] No. 56), issuing 64 projects for the early batch of national standard foreign language versions in 2016, mainly involving international trade, economic and technological cooperation, overseas engineering, and supporting the "going global" of Chinese standards and other aspects of national standards. The standard for "Steel Structure Fireproof Coating" is required to be translated by the Sichuan Fire Research Institute of the Ministry of Public Security.

5 National Standards Committee solicits opinions on the integration and simplification of mandatory standards

　　On September 23, the Office of the Inter Ministerial Joint Conference on Standardization Coordination and Promotion of the State Council issued a notice on the solicitation of the third batch of 3487 mandatory standards integration and simplification conclusions from the National Standards Commission. The Ministry of Public Security is responsible for revising GB12441-2005 "Decorative Fireproof Coatings" and GB14907-2002 "Steel Structure Fireproof Coatings", GB28374-2012 "Cable Fireproof Coatings" and GB28375-2012 "Concrete Structure Fireproof Coatings" remain valid. The revision of "Steel Structure Fireproof Coatings" and "Decorative Fireproof Coatings" will continue to be implemented by the Ministry of Public Security. The development of "Pollutant Emissions and Measurement Methods in the Paint and Coating Industry" will continue to be implemented by the Ministry of Environmental Protection. The "Implementation Guidelines for Safety Production Standardization of Coating Production Enterprises" (AQ3040-2010) will be integrated into mandatory national standards by the State Administration of Work Safety and the "General Specification for Safety Standardization of Hazardous Chemical Industry Units" (AQ3013-2008). The "Occupational Health Technical Specification for Coating Production Enterprises" (AQ4254-2015), "Safety Technical Regulations for Coating Production Enterprises" (AQ5204-2008), "Coatings and Auxiliary Materials Exception to the General Safety Requirements for Material Use (AQ5216-2013) - remains valid, DB44/816-2010 "Emission Standards for Volatile Organic Compounds in Surface Coating (Automotive Manufacturing Industry)" was exempted by the Guangdong Provincial People's Government and remains valid.
